Collins is a natural born leader and can lead troops or a small group of men into almost any situation and come out victorious. As well, he is a master at unarmed combat, though one wouldn't think it. He's also a master at armed combat, long, mid and short range.
He really shines when he's forced to think in strategic and stealth terms though. If given proper intelligence on the area that he's in, he can position himself and his troops and beat virtually any foe at guerrilla combat. Working with special forces for so long, he's had cross training on several vehicles, including how to operate tanks and operate aircraft.
History:
Collins originally joined the United States Marine Corps as an enlisted member, working his way up to Staff Sergeant before applying and then becoming accepted as a commissioned officer.
While a 1st Lieutenant, his acts of bravery, good leadership, quick thinking and good relations with his superiors quickly earned him a two rank promotion to Major. Or so some say. The truth is, Collins would constantly volunteer to for black ops, which earned him a reputation for getting the job done. Placed in a command position, his victories were even more outstanding. His lack of a wife and child also earned him favor, as he was more unlikely to reveal top secret information to anyone.
However, Collins did have a moral compass. That was something that didn't sit too well with his superiors. By the time they realized Collins empathized too deeply with wounded troops and put his men's well being over a mission, he was already too well trained and knew too many secrets. In an attempt to butter him up and make sure he set foot on the battlefield as little as possible, they gave him another two rank promotion, this time to Colonel. They then reassigned him to monitor superhuman activity within the U.S., since he had plenty of experience with their likes from his black ops days.
Having been promoted to Colonel at such a relatively young age, and against regulations, Collins sometimes finds it hard to get subordinates and superiors to respect him or take him seriously.
